The National Registration Scheme
After the initial frenzy of patriotic recruitment, there was a new development. A national registration scheme was introduced in order to compile a complete register of men who would be eligible for enlistment into the army. Pillars of the community were appointed to organise the registration.

Tribunals
If 1914 -15 was a period of enthusiastic recruitment, the theme throughout 1916 was different. It was not easy for everyone to drop their lives and join the army. In 1916 'The County Herald' was filled with columns of print detailing the outcomes of Tribunals in which men argued their cases for not joining the army or at least being allowed to delay enlistment. Many of the early Tribunals were concerned with the sons of farmers and William T Hodgkinson's page demonstrates his case. There were other men, however, who believed they had a good reason for not joining the army. They had their own businesses or they had dependent families and they appealed at Tribunals. Here are some examples that appeared in 'The County Herald' during 1916.
